DIBRUGARH: Guardians have welcomed the state government’s decision to enact a law regulating coaching institutes in Assam. On Friday, the Assam government tabled the Assam Coaching Institutes (Control and Regulation) Bill, 2025, in the state assembly to ensure strict adherence to rules and bring transparency to private coaching institutes.
“We welcome the government’s decision to introduce such an important bill. Coaching institutes often mislead students with their advertisements, many of which contain false claims. We hope that once the bill is passed, coaching institutes will improve, and their fee structures will be regulated. At present, many institutes charge exorbitant fees from students,” said Amal Kanti Mazumdar. He added, “The mushrooming of coaching institutes across Assam has confused students about which institute to choose, and many fall prey to fake institutes.”
Bikram Gogoi, another guardian, said, “Coaching institutes spend most of their money on advertisements. When you visit them for enquiries, they don’t disclose the complete fee structure. Once students take admission, they are compelled to pay hefty amounts. Over the last five to six years, coaching institutes have rapidly expanded into Upper Assam. If this bill is passed, these institutes will be properly regulated.” According to the bill, no coaching institute in the state can enrol students below 16 years of age or before they complete their secondary school examination.
The proposed law also prohibits coaching institutes from making misleading promises or guaranteeing ranks and high marks through advertisements or other means. “We welcome the government’s decision to introduce this bill. The unchecked growth of coaching institutes across Assam has become a major issue. Many institutes mislead students with false promises, and when students fail to achieve their goals, they suffer from stress and depression,” said Rupjyoti Borthakur, president of the All Assam Students’ Union (AASU), Dibrugarh district.
He further stated, “Many students who enrolled in coaching institutes with aspirations for higher studies have had to switch to different courses or jobs. The lack of transparency in fee structures has been a major issue—students only learn about the high costs after admission. The government must enforce strict laws to control the unchecked expansion of coaching institutes.”
The bill also mandates that coaching institutes engage trained counsellors and psychologists to provide mental health support to students dealing with stress and depression. Additionally, a district authority will be responsible for monitoring and inspecting coaching institutes to ensure compliance with the law.
For violations, the proposed penalties include a fine of Rs 1 lakh for the first offence, with repeated violations leading to the cancellation of the institute’s registration. “Now, coaching institutes operating without proper registration or documentation will have to face the consequences,” said a source. In Dibrugarh, some schools have tied up with private coaching institutes, requiring students to attend coaching sessions after regular classes. Dibrugarh, known as the education hub of Assam, has witnessed a rapid rise in the number of coaching institutes in recent years.
