KHERONI: The 251st session of the Karbi Anglong Autonomous Council (KAAC), held at the KAAC Session Hall under the chairmanship of Raju Tisso, marked a significant milestone in the region’s governance and legislative framework. KAAC chief Dr Tuliram Ronghang addressed the house, tabling critical legislative and administrative proposals aimed at advancing the district’s development.

A key highlight was the introduction of the Karbi Anglong Autonomous Council Territorial Council (KAATC) Legislative Assembly (Rules of Procedure and Conduct of Business) Bill, 2020. The bill, presented for discussion and approval, underscores the council’s commitment to strengthening legislative processes and enhancing access to justice. Dr Ronghang emphasized the historical evolution from the Mikir Hills District Council (1952) to the present KAAC, noting that the region had adhered to outdated rules set by the Government of India and Assam. The new bill, developed over six to seven years in consultation with senior advocates from the Supreme Court, High Court, and Advocate General, grants KAAC unprecedented autonomy. Once passed, it will only require the Governor of Assam’s assent, eliminating the need for prior permissions for Assam’s Governor and concerned ministry of Government of Assam. Dr Ronghang hailed the bill as a unique framework, unparalleled among India’s autonomous councils, incorporating powers akin to an autonomous state. He thanked Assam’s Chief Minister for enabling this transformative legislation, rallying behind the slogan, ‘Team Together, Work Together.’
