GUWAHATI: Home Guard Borsing Bey, who refused a huge bribe amount from drug dealers and helped recover drugs of total value Rs 12 crore, will be appointed as Constable in Assam Police, this was announced in the cabinet meeting held today.

Borsing Bay's selfless and honest act, led to the recovery of crystal meth or ice, a high-quality and potent stimulant drug, worth Rs 12 crore from a Guwahati-bound 'night super' bus at a check-gate under Dillai police station in Karbi Anglong district on Monday night. Reportedly, the home guard was offered a huge bribe amount by the accused in return for letting them go free, however, he refused and led to the seizure.

According to sources, during regular 'naka' checking, the drugs were recovered from a secret chamber of the night superbus (bearing registration number MN06B-0511).

"The bus originated in Moreh in Manipur," said the sources. The drugs were meant to be headed to the south Indian state of Tamil Nadu. "Two women from Tamil Nadu – Lashmi D and Punjabhiram – and the bus driver from Manipur, Khoiram Basanta Singha, have been apprehended in this connection," police sources said, adding, "These are mere couriers. The biggest challenge before us is to identify their handlers, expose the persons behind this inter-state and international drug racket, and arrest them."

Among others the cabinet also decided that  Deputy Commissioners will be empowered to allot land for government institutions at rural areas on the basis of recommendations of Land Acquisition Committees. Accordingly, from now onwards, no file on such matters is required to be sent to the Revenue Department.

Also Principal Chief Conservator of Forest (PCCF) cum Head of Forest Forces (HoFF) will be empowered to take decision regarding payment of compensation to families of victims of man-elephant conflict, as per recommendation of the Divisional Forest Officer. No file on such matters is required to be sent to the Forest & Environment Department.

It was also decided that Oil companies like OIL, ONGC etc will have to pay minimum Rs 12 lakh per bigha for private land acquisition within 10 km radius of the town, and Rs 10 lakh per bigha for land acquisition outside the 10 km radius of town.

Notably, the cabinet also approved the incentives that had been announced earlier for waiving of micro-finance loan.
