The university is established by Majuli University of Culture Bill, 2017 which was passed by the Government of Assam on 7 September 2017. On 13 July 2018 the then Chief Minister Sarbananda Sonowal laid the foundation stone for the state's first cultural university at Majuli to be built at an estimated cost of Rs 300 crore

Former Assam CM Sonowal in November 2020 launched the website of Majuli Cultural University in Majuli. The website www.muoc.ac.in will serve as a one-stop platform for disseminating information about the different courses and other aspects of the university to the visitors and students to the largest inhabitable river island, he had said then.

According to Sonowal, this university is mooted to grow as a non-affiliating multidisciplinary higher educational institution. Additionally, with specialisation in the studies and research of culture, this university is going to play a role in culturally unifying the greater Assamese society while strengthening the socio-cultural foundation of the state, he said.
