KOKRAJHAR: The Chief Executive Member (CEM) of BTC Pramod Boro on Tuesday presented Rs 298.14 crore supplementary budget in the autumn session of BTC Legislative Assembly for various development projects which was not included in the last budget session. In the session, various issues were discussed and brief ruckus and heated arguments among the ruling and opposition members were seen in the house on certain matters.

After the speaker Katiram Boro started the session, the MCLA from the opposition, Paniram Brahma questioned the implementation of resolution taken during the last budget session for separate establishment of legislative assembly from secretariat and also sought the reason as to why the motion, moved by EM Gautam Das in the last assembly session and passed by the house, was ignored. In his reply, the CEM Pramod Boro said the proposal had been submitted to the Welfare of Bodoland department, government of Assam vide letter no BTC 141/2004/127 dated 27 May, 2022 for creation of 64 posts for separate establishment of BTCLA with financial implication of Rs. 2,89,99,776 lakhs per annum. He said the ruling government had not ignored the resolution of the house as alleged by MCLA Paniram Brahma but waiting for State's assent to meet the financial requirement as the council has no capacity to meet the salary component.

A huge argument and counter argument took place when MCLA from BPF Daneswar Goyary raised the question on the ugly and dilapidated condition of cabin rooms, operation theatre, labour room etc. of RN Brahma Civil Hospital, the only premier civil hospital of BTC area. He reminded that the EM of Health and Family Welfare Arup Kr. Dey assured the house that all the shortcomings of RN Brahma Civil Hospital including cleanliness would be done very shortly but even after seven months of his assurance the condition of the hospital remained the same. He also said the EM in his written reply falsely stated that the hospital was running good. The MCLA Goyary again called upon the members of house and officers to visit the hospital and see the present condition.

In his reply, the EM of Health and Family Welfare Arup Kr. Dey said efforts were being given for facelift of all health centres in BTC and Rs. 1 crore has been earmarked under SOPD in the current financial budget for renovation and upgrade. He said there were hundreds of sub centres in BTC that needed proper function and renovation but it is not possible to bring total change with a small budget in short period. He again assured the house that he will make RN Brahma Civil Hospital clean and repair the operation theatre, labour room and cabins before the next session.

Not satisfied with his answer, MCLA Doneswar Goyary again came down heavily on him that EM Dey was misleading the house by false assurance and fabricated written reply who demanded that everything was running well in the hospital. The EM of Health then aimed his gun that the previous government did nothing for the development of health and family welfare in the last 17 years. His attacking argument created uproar for some time in the house as opposition members also took the chance to speak whether the new government that came to power with the theme of new change are really working as per their commitment. The speaker was compelled to control the situation with ruling from the chair.

In his question, the opposition leader Derhasat Basumatary said the proposal for 36 projects under special package of Rs 500 crore (250 crore from centre and Rs 250 crore from the state) was not getting approval but despite this fact the State Chief Minister Dr. Himanta Biswa Sarma in a recent time laid the foundation stone for RCC bridge in the tri-junction at Bhairabkhanda in Udalguri district. He questioned whether the RCC bridge project in Bhairabkhanda was part of special package. In his reply the CEM Pramod Boro who is holding the PWD portfolio said the construction of bridge was not part of special package but it is being constructed under NEC fund.

Meanwhile, MCLA James Basumatary drew the attention of the house that some families at Gandabil village in Chirang district had to shift their houses due to erosion of Makhra and Nangal Bhanga, Langkhar Rivers and many families are still staying in relief camps in Sisubari and a church at Gandabil has been eroded but the protection work is yet to be started. He also said the landless families due to erosion were not allotted lands and financial aid for resettlement was not given. He also said a permanent solution was the urgent need for the erosion of Makhra and Nangalbhanga rivers.

In his reply, the EM of Water Resources Ukhil Mashahary said the protection work was not started due to rainy season but the department is going to start the work very soon. He said his department was not able to allot land to landless families other than protection works. He also said Rs. 2 crore was earmarked for protection of erosion and the department had carried out survey of rivers coming from Bhutan and found that diversion was utmost necessary from upstream. He also said the protection needed huge financial involvement and hence they have been discussing for fund mobilization from the centre.
