Dr. Mukul Sangma for speedy implementation of MRSSA Act 2016

Meghalaya leader of Opposition Dr. Mukul Sangma on Tuesday asked the State Government to immediately implement the Meghalaya Residents Safety and Security Act (MRSSA), 2016.“…and as you proceed further there will always be room to see where we need to amend the principal act. Maybe you will not need to amend the principal act. You may only have to improve the rules to address the genuine concerns being raised,” Dr Sangma said after meeting a delegation of the Confederation of Meghalaya Social Organisations (CoMSO).

Urging the government to act immediately, the leader of Opposition said that as one proceeds with the implementation of the mandate of this law, any further mendment for improvement or for the strengthening the law can always be looked at.He said that the overall concerns of the people have been to a great extent covered by the MRSSA, 2016.

“You will see how it actually empowers the state officials to keep a check on incoming visitors,” he added.On the proposed all-party meeting to be convened by the government to discuss the issue, Dr Sangma said that the Congress will put across their suggestions but will not deviate from the principle Act because according to him it was the culmination of an exhaustive exercise involving all the stakeholders keeping in mind all the other aspects.

He also pointed out that while making any law, the government have to see that it is within the mandate of the legislature and can withstand judicial scrutiny even as he said that the moment any clause is incorporated in any law which we can interpret as something which is beyond the jurisdiction of the state, then it won’t be able to withstand judicial scrutiny.

“Hence, the law (MRSSA) had received the assent of the governor. Now, you have to operationalise the principal act,” he said.The leader of Opposition also said that even if there is a delay in the setting up of the entry and exit points, the government should go ahead with the implementation of the act.Dr Sangma also said that his government had notified the district task force, appointed labour inspectors in all the blocks.
