SHILLONG: The Executive Committee (EC) of the Khasi Hills Autonomous District Council (KHADC) has decided that it will not be able to frame building by-laws.

“Today the EC decided that the departments concerned, department of Town Committees, departments of Law, Land and Elaka including the respective Executive Members will meet next week and formulate the stand of the council and will take it up with the State Government,” Paul Lyngdoh, Executive Member in-charge Town Committees said.

Lyngdoh said that the KHADC will ask that the notification of February 1, 2019, should not be the basis for the bifurcation of the building permission between the MUDA and the district council but there should be another reference point.

The Executive Member in-charge of Town Committees said that after his department went through the notification of February 1, 2019, it was found that there was too many complication.

“The By-Laws of 2011 mentions only about the municipal areas and scheme areas. There is no mention of autonomous or scheduled areas. Therefore we will not be able to go ahead and frame with the by-laws,” Lyngdoh said.
