Gauhati High Court directs DGP to submit details on Traffic

SEPARATION OF ‘LAW & ORDER’ FROM ‘TRAFFIC’

GUWAHATI: The State Government has informed the Gauhati High Court that the process for separation of the Police Force for law-and-order maintenance and traffic control is at the final stage. The High Court “expects” that the DGP (Director General of Police) would take active steps to enable the segregation by April 30, 2020 when the PIL would be heard next.

Hearing the PIL (72/2016) on March 20, 2020, a division bench comprising Chief Justice Ajai Lamba and Justice Soumitra Saikia said, “Let another affidavit be filed by the Director General of Police detailing the steps taken for the above noted purpose.”

The bench said that Guwahati Smart City Limited MD Prashant Dhanda appeared before the Court and stated that the issues raised in the order of the Court on March 17, 2020 in relation to Automatic Number Plate Recognition (ANPR), Red Light Violation Detection (RLVD) system and installation of CCTV cameras are already under consideration. “It is expected that substantial progress would be made for employing the systems and installing them within a period of 45 days,” the order said, and directed Dhanda to file an affidavit giving details of the day-to-day steps taken.

Dhanda made the Court understand that the entire tendering process would be conducted by April 30, 2020.

“…Needless to say that for installation of these high-tech systems, the existing State infrastructure is required to the utilized. The Court believes and trusts that the State shall give full cooperation and shall enable utilization of the existing or additional State infrastructure, including network and data centres,” stated a document indicating the scope and objectives of the ‘Master System Integrator Project for Guwahati Smart City Limited’ that was filed in the Court.

The bench added that the affidavit filed on behalf of the DGP would be brought on record.
