GUWAHATI: Before the 2021 Assembly election, the State Government constituted four autonomous councils – the Moran Autonomous Council, Matak Autonomous Council, Bodo-Kachari Welfare Autonomous Council and the Kamatapur Autonomous Council. A year has elapsed, but none of the four autonomous councils has got a single penny.

The State Government passed as many bills to form the four autonomous councils. Only the Kamatapur Autonomous Council took oath after the Assembly election last year.

The Kamatapur Autonomous Council is for the welfare of the Koch-Rajbongshis, and the Bodo-Kachari Welfare Autonomous Council is for the Bodos and Kacharis living outside the BTR (Bodo Territorial Region).

The State Government promised to release Rs 1 crore each annually to the Moran Autonomous Council, Kamatapur Autonomous Council and the Matak Autonomous Council, and over Rs 1 crore to the Bodo-Kachari Welfare Autonomous Council for the development of their respective communities. However, none of the four autonomous councils has taken any welfare scheme due to the non-release of the promised funds.

Moran Autonomous Council CEM (Chief Executive Member) Dipon Moran requested the State Government to release funds to the four newly formed autonomous councils as promised for the welfare of the four ethnic groups.

"We have taken an office accommodation near the Tinsukia DC office. However, our office is not functional due to a lack of funds. We have requested the government to release funds."

The Sentinel also talked to a few members of the other three autonomous councils. They also requested the government to release funds. They say that their councils are almost non-functional.
