GUWAHATI: Over 200 ACS officers of the state have not complied with the government’s directive to submit their annual property returns for the calendar year 2022 to the government by January 31, 2023. The state has over 800 ACS officers.
According to the rules, ACS officers need to submit their annual property returns in two formats: one for immovable property and one for movable property, as per the provisions of Rule 11 of the Assam Civil Services (Conduct) Rules, 1965.
According to information received, 593 ACS officers submitted their IPRs (immovable property returns) and 552 submitted MPRs (movable property returns) until this evening.
According to guidelines from the Personnel Department, the ACS officers need to submit their annual property returns in the portal meant for it.
Some ACS officers not complying with the deadlines set for them to submit their property returns has been an age-old practice in the state. And some of them have repeated the practice this year also.
The government records the non-submission of annual property returns against the “integrity column” of the officers in the relevant Annual Confidential Report (ACR), along with the initiation of disciplinary action against the officer concerned for violating the Rules. In case of non-submission of property returns, there is also a provision for denial of vigilance clearance, non-consideration for promotion, and empanelment for senior-level posts. Moreover, such officers may not get permission for foreign tours or to avail themselves of bank loans.
The portal concerned remains open round the year, and some officers take that advantage by not meeting the deadline.
