Guwahati: The State Government has places under suspension two Assam Civil Service (ACS) officers, Anurag Phukan and Hooman Gohain Baruah, for not joining their new posts after being transferred. This action has been taken in line with the State Government's policy decision to be strict against officials who refrain from joining their new posts after being transferred.

Following approval of Chief Minister Himanta Biswa Sarma, the Personnel Department issued separate Notifications giving effect to the suspension of Phukan and Gohain Baruah. Departmental proceedings will be drawn against both the officers and they have been notified that Kamrup (M) will remain their headquarters in the meantime.

According to the Notification issued in case of Anurag Phukan, who had been serving as Deputy Secretary in the Cultural Affairs Department Dispur and Joint Director, Cultural Affairs (additional charge), had been transferred and posted as Protocol Officer in the General Administration Department (GAD) on April 25 this year. However, the Commissioner and Secretary of the GAD informed the Personnel Department on May 13 that Phukan had not joined his new post. Phukan's failure to join his new post was later reconfirmed by the Commissioner and Secretary of the GAD.

Another Notification stated that Hooman Gohain Baruah, who was serving as Under Secretary in the Indigenous and Tribal Faith & Culture Department, had been also transferred as Protocol Officer in the GAD on April 25 this year. However, the Commissioner and Secretary of the GAD informed the Personnel Department on May 13 that Gohain Baruah had not joined his new post. His failure to join the new post was reconfirmed on June 19.

The two Notifications stated that the action of each officer concerned is tantamount to violation of Government orders, insubordination and gross misconduct. As such, they are being placed under suspension with immediate effect in accordance with the Assam Services (Discipline & Appeal) Rules, 1964.
