Assam Budget 2025-26 Notified; Quarterly Expenditure Targets Set

Guwahati: The Assam government has notified the General Budget for FY 2025-26 and communicated the budgetary grants and quarter-wise expenditure target to all departments. The Assam Budget 2025-26 came into effect on April 1, 2025, and it will continue till March 31, 2026.

Finance Minister Ajanta Neog placed the state's annual budget for FY 2025-26 in the Assembly on March 10, with budget estimates of around 1.55 lakh crore. This was the last full-fledged budget of the present BJP-led government.

The Finance department has issued some guidelines to all departments for ensuring proper budget utilisation with strict compliance with the related norms in FY 2025-26.

The guidelines have set targets for all administrative departments regarding their quarterly expenditure for effective budget execution. The pattern for quarterly expenditure provides for 25% expense for the first and second quarters. For the third quarter, the expenditure is pegged at 30%, and for the fourth quarter, it is 20%.

The Finance department issued some general instructions, which state that the Heads of Departments and Administrative Departments, if without any Directorate/Commissionerate, will issue the Budget Allocation for each DDO through www.fin.assam.gov.in only.  It is only after receipt of the budget allocation that the DDOs will be able to prepare bills on FinAssam and submit them to the treasury concerned for necessary payment.

Further, that no sanction for payment of grants-in-aid shall be accorded by any authority unless utilization certificates and audited statements against the grants sanctioned on any previous occasion have been received by the sanctioning authority from the grantee, as required by the Assam Financial Rules. All utilization certificates have to be submitted online through FinAssam only.

Before sanctioning central funds, administrative departments must verify credit confirmation from the Finance Department's website, according to the guidelines.

It may be mentioned that the state budget utilisation in the last financial year (2024-25) was 86%.
