Guwahati: To regulate the private placement agencies from outside the state, the Assam government will strictly implement the Assam Private Placement Agencies Recruitment of Workers (Regulation) Act from April 1, 2025. Under this Act, it will be compulsory for agencies from outside the state to register in Assam.
Parliamentary Affairs Minister Chandra Mohan Patowary stated in the state Assembly today that this Act regulates private placement agencies operating their business or willing to commence their business in Assam for recruitment of workers and for matters connected therewith or incidental thereto.
Leader of the opposition Debabrata Saikia drew the attention of the state government to the issue, saying, “Recently, appointments of Grade III and IV employees were made in AIIMS Guwahati, where the maximum number of those appointed are from outside the state. This is not the sole instance. Such appointments also happened in ONGC, BCPL, Assam Petrochemicals Ltd, etc. The government should issue a directive so that local youths are not deprived.”
In his reply, Minister Patowary said that the issue is being taken seriously by the government. “The problem is that these are central government undertakings. So, they follow the Central Labour Act, and recruitment is conducted on an all-India basis. The appointment of the contractual employees in AIIMS was done through a process conducted by two agencies from outside the state. So, we also have an Act to regulate the private placement agencies. From April 1 this year, we will strictly implement the provisions of the Act. Under this Act, the placement agencies have to register with the Labour Department of the state. Then we will be able to regulate the agencies, and the appointments will have to be made according to state norms.”
