Assam Government to streamline tribal-to-tribal land transfer

GUWAHATI: The Revenue and Disaster Management (R&DM) Department is preparing a Cabinet memorandum to authorize the deputy commissioners of Kamrup (M) and Kamrup districts for approving the transfer of lands by one tribal to another tribal in tribal belts and blocks.

In these two districts, the tribal-to-tribal land transfer in tribal belts and blocks is a meandering process. A tribal has to apply before the Circle Officer from whom the file goes to the deputy commissioner. The deputy commissioners will have to send to file after examination to the Revenue and Disaster Management (R&DM) Department for its approval. The land transfer in such cases is not possible without R&DM Department's nod.

This meandering process harasses the tribal populace in these two districts. And it came to the notice of Chief Minister Himanta Biswa Sarma recently when he was reviewing the land transfer process in tribal belts and blocks.

The Chief Minister asked the R&DM Department to streamline the process. The department is now preparing the Cabinet memorandum to simplify the tribal-to-tribal land transfer in these two districts.

According to sources in the R&DM Department, the land policy of 2019 needs an amendment to streamline the land transfer system of the tribal belts and blocks in the two districts.

Department sources further said that the two deputy commissioners would have to take utmost care to ensure that no tribal land went to any non-tribal.
