Assam: House passes Bill to regulate private universities in the state

Guwahati: The Assam Private Universities (Amendment) Bill 2025, to bring about certain changes in the administration and working of private universities in the state, was passed in the House today.

After the passing of the bill, private universities will not be able to open any new technical, medical, paramedical, nursing and other technical courses with effect from April 1, 2025.

Moreover, the universities will not be involved in any activity relating to the conversion of any student, faculty or other staff, and they have to maintain a secular character. It is mandated that a security clearance report has to be obtained from the Home and Political Department in respect of the antecedents or the precedents of a university’s sponsoring body.

The proposal was to amend Section 44 of the original Act with a mandate that there will be an inspection of the university carried out by the state government once every three years to verify whether the conditions imposed during the establishment of the university have been complied with or not. Any deviation in the compliance of the laid-down conditions by the concerned university may lead to dissolution of the university.
