Guwahati: The Assam Cabinet today announced a slew of decisions, including raising the loan limit in the ‘Apun Ghar’ scheme, approval of funds for religious institutions, creation of a department on innovation, Mission Basundhara, and others.

At the end of the cabinet meeting held under the chairmanship of Chief Minister Dr. Himanta Biswa Sarma, the CM briefed the media on the major decisions taken on Friday evening, saying, “In an earlier cabinet meeting, we had increased the loan limit on housing for government employees under the Apun Ghar scheme from Rs 15 lakh to Rs 30 lakh. After this decision, many government employees who had availed the loan requested us to enhance the maximum limit to Rs 30 lakh. Accordingly, the cabinet today decided to increase the loan limit for those who had already taken the housing loan. With this decision, now 37,277 employees will be able to avail themselves of the top-up.”

Regarding the de-notification of three proposed forest reserves in Tinsukia district, the CM said, “Today, the Cabinet decided to de-notify three proposed reserve forests, namely the Talpathar PRF, Mohungpathar PRF, and the first addition to Duwamara PRF. Around 20,000 people were residing in the proposed reserve forest areas for a long time. That is why they could not avail themselves of land rights. Now, these PRFs will be converted to revenue villages, and the people will be able to get their land pattas.”

The CM further stated, “Today, we decided to create a new Department of Innovation, Incubation and Startups. The Finance department has been asked to allocate an amount of Rs 100 crore for the department in the next budget. We feel that, through this department, the youth will be able to become self-reliant. Today, we also approved the Assam Startup and Innovation Policy 2025. This policy will enable the startups in Assam to avail loans and other benefits. I believe this will prove to be a game changer for the youth of Assam.”

Regarding financial assistance to religious institutions like Naamghars, mandirs, etc., the CM said, “Earlier, we had decided to provide financial assistance to 25,000 religious institutions. For this purpose, an amount of Rs 600 crore has been approved. Naamghars and mandirs will get aid of Rs 3 lakh each in two equal instalments.”

On Mission Basundhara 3.0, the Chief Minister said, “Some people had requested the state government to extend the time limit for the filing of applications under Mission Basundhara 3.0. So, we decided to extend the deadline for filing applications for the final time till February 15. We had earlier announced an exemption from submitting three-generation domicile certificates for SC, ST, tea garden, and Gorkha communities. The Cabinet today decided to extend this facility to the Koch-Rajbongshis, Morans, Mataks, Chutias, and Ahoms.”

Regarding the creation of new posts of co-district Superintendents of Police, the CM said, “Earlier, we had created 39 co-districts, and already the co-district commissioners in these co-districts. With the decision taken today in the cabinet meeting, now there will be Co-district Superintendents of Police (CDSPs) in the 39 co-districts. The rank of these CDSPs will be that of Additional SPs.”

The Cabinet today also approved the Assam Aerospace and Defence Manufacturing Policy 2025, the Assam Action Plan on BioE3, and the Mukhyamantrir Mahila Udyamita Abhiyan-Nogoria.
