Assam: SOP issued for transfer of school teachers in state

Guwahati: An SOP has been issued following a direction from the Education department to school teachers to apply for transfers online by April 30, 2025. The SOP has, however, put a section of teachers in a quandary due to certain conditions imposed for according priority in transfer.

The Teacher’s Transfer Portal was reopened on March 18 to allow teachers to apply for inter-district transfers. The last date for submitting transfer applications is April 30, 2025. The Education Department aims to complete the transfer process during the summer vacation. Priority will be given to teachers who have completed 10 years of service, while differently-abled teachers will be eligible for priority consideration after two years of service.

The SOP on Online Transfer of Teachers 2025 states that preference will be given to a differently-abled teacher who has completed 2 years of service in the same district. Moreover, preference will be given to the differently-abled female teachers over differently-abled male teachers. The percentage of the disability will be taken into account.

Preference will be given to teachers who have served for 10 years or more in the same district. For teachers serving above 10 years, teachers with a longer period of service will be preferred over those with a shorter period of service.

Also, that preference will be given to a female teacher completing 10 years of service in the same location over a male teacher in similar circumstances. Preference will be given to female teachers who are widows.

The SOP also states that preference will be given to female teachers over male teachers who are suffering from critical disease. Preference will be given to the female teacher over a male teacher whose family members, comprising children, husband, parents, and in-laws, are suffering from critical diseases.

Preference will be given to female teachers over male teachers serving in a remote area school. Preference will be given to female teachers over male teachers for transfer to the place/nearest place of posting of their spouses who are serving in the government sector.

It is also stated that a teacher who has applied for a transfer (inter- or intra-district) should not be placed under rationalization until his or her transfer application is disposed of. Teachers who are posted in difficult areas away from their home for years (less than 10 years) may be considered for intra-district transfer on the grounds of serving in a difficult area.

Teachers, their spouses and children suffering from serious diseases requiring specific and frequent medical care and whose conditions are life-threatening may have their cases considered by the SLC without completing 10 years of service in that district.

Although the overall PTR (Pupil-Teacher Ratio) for Secondary schools is 40:1, this ratio is to be considered subject-wise. For each subject, the District PTR would be taken into account for rationalization/transfer. In the case of Upper Primary schools, no single subject teacher, viz., Science/Maths graduate teacher, Hindi teacher, or Classical teacher (Sanskrit, Arabic, etc.), shall be considered for a single transfer.

Teachers working as in-charge Principal Head Teachers should not be rationalized or transferred without prior approval from the appointing authority, the SOP stated.

Teachers from the Tea-Tribe Community, if serving in a school in a tea garden area, should not be transferred.

Regarding inter-district single transfer, only transfers from a low PTR district to a high PTR district without affecting the PTR of the district may be considered as per the latest teacher position and PTR on the Shiksha Setu portal. No single transfer is allowed from a high PTR to a low PTR district.

In cases where two or more than two applicant teachers are found to be equally eligible on the basis of the criteria and preference, the option of the lottery will be exercised in the presence of the applicants, in virtual or physical mode.

Teachers appointed in a school with a mismatch of medium of instruction and/or language may be transferred without fulfilling the requirement of completing 10 years of service in that district.

Once a teacher is transferred, whether through mutual or single transfer, he or she is not likely to be transferred for at least two years, the SOP further stated.
