Guwahati: As per the recommendation of the 15th Finance Commission, Assam is to get Rs 1283 crore from the Government of India for Rural Local Bodies (RLBs) of Assam in the financial year 2025-26. The Finance Commission recommends the fund allocation for RLBs across the country.
In the current financial year of 2024-25, the allocation for Assam's RLBs was Rs 1316 crore.
According to information from the Ministry of Panchayati Raj, the allocations for RLBs in the other NE states are as follows: Rs 185 crore for Arunachal Pradesh, Rs 142 crore for Manipur, Rs 146 crore for Meghalaya, Rs 74 crore for Mizoram, Rs 33 crore for Sikkim, and Rs 153 crore for Tripura for the financial year 2025-26, which will start from April 1, 2025.
The Ministry of Panchayati Raj has implemented several measures to monitor the state-wise distribution and utilization of 15th Finance Commission Grants. The Ministry of Panchayati Raj (MoPR) conducts regular meetings and communication with the states to provide handholding support to ensure Rural Local Bodies (RLBs) fulfil all eligibility conditions for the timely release of grants. To enhance transparency and accountability, the Ministry rolled out the eGramSwaraj application, which enables tracking of 15th Finance Commission funds to Panchayats/RLBs and monitors payments to vendors through the PFMS interface. Additionally, all assets created using these grants are geo-tagged via the mActionSoft app. The AuditOnline portal further supports this by enabling the timely online audit of Panchayat/RLB accounts and promoting financial accountability. The Ministry has also constituted a Coordination Committee for the 15th Finance Commission, which plays a critical role in overseeing fund utilization, providing guidance on implementation issues, and addressing challenges faced by states and RLBs. Together, these initiatives ensure the efficient and transparent utilization of 15th Finance Commission Grants.
The Fifteenth Finance Commission has recommended the allocation of Rs. 60,750 crore for FY 2020-21 and Rs. 2,36,805 crore for the period of 15th FC, i.e., 2021-2026, to the Rural Local Bodies (RLBs).
