

GUWAHATI: Union Finance Minister Nirmala Sitharaman released the BJP's sankalpa patra (manifesto) for Assam in Guwahati on Tuesday, framing it as far more than a pre-election checklist.
"This sankalpa patra isn't just a document of promises but a roadmap backed by performance and accountability," she said at the launch event.

Sitharaman was pointed in her comparison between the present BJP government and its predecessor, saying the transformation Assam had seen over the last term was something unimaginable under the Congress regime.
"The manifesto reflects the BJP's vision for a secure, developed and self-reliant Assam," she said.
She cited progress across economy, industrial infrastructure, connectivity, and health as markers of that change — and argued that none of it would have been possible without stability on the ground.
"Sustainable peace in the state is a big achievement of the state government," Sitharaman said.
The Finance Minister singled out three initiatives from BJP's tenure in Assam for specific praise:
Land pattas for tea garden workers — Formalising land ownership rights for tea workers, a community that has historically lived and worked on land without legal title.
A cancer hospital network — The expansion of dedicated cancer care facilities across the state, addressing a significant public health gap in the region.
Orunodoi — The state's flagship Direct Benefit Transfer scheme, which Sitharaman described as the largest DBT programme in the country. The scheme provides monthly financial assistance directly to women beneficiaries.
She attributed these outcomes to the leadership of Chief Minister Himanta Biswa Sarma and what she called the "blessings" of Prime Minister Narendra Modi for Assam and the Northeast.
