GUWAHATI: Assam Governor Lakshman Prasad Acharya said that the state government would form a counter-radicalisation cell in the state to protect vulnerable youth from extremist influences and promote constitutional values, social cohesion, and national unity.

The governor said these words in his address to the first session of the 16th Assam Legislative Assembly (ALA) today. He said, "Legislative and administrative measures will continue to be strengthened to curb unlawful encroachment on indigenous land and other activities detrimental to social harmony, public order, and lawful governance. Building upon the decisive measures undertaken in the recent years, the next five years will focus on further strengthening the legal and administrative framework for the protection of indigenous rights and demographic security."

The governor announced, "We will now adopt a robust and integrated strategy to tackle the enduring issue of national security. Completion of border fencing, including the strategically sensitive areas such as the Siliguri Corridor, will substantially strengthen border management and help deal with infiltration more effectively. My government is extending full cooperation and working closely with the Centre and the West Bengal government to ensure timely implementation of these measures in the larger interest of national security and stability."

On the development front, the governor said, "Assam today stands at a defining moment in its history. The strong foundation built over the last several years across infrastructure, economy, healthcare, education, technology, agriculture, and governance has created new confidence and aspirations among the people of the state. The next five years will be devoted towards transforming this momentum into lasting progress by ensuring inclusive growth, social harmony, environmental sustainability, and opportunities for every section of society."

Regarding law and order, the governor said, "The mandate in the assembly election reflects the people's endorsement of peace, economic stability and inclusive development pursued over the past ten years. The achievements in restoring peace have been substantial and historic. At the same time, I appeal to the United Liberation Front of Assam (ULFA-I), which remains the only major outfit outside the peace process, to join the mainstream and contribute to the growth and development of Assam."

The governor conveyed his warm congratulations to Chief Minister Dr Himanta Biswa Sarma on assuming office for the second consecutive term. "I extend my best wishes to him in leading Assam towards greater progress and prosperity."
