Are you an OBC with an annual income not ex-ceeding Rs 8 lakh? You need to have an OBC NCL certificate to avail benefits under it. Caste certificate is a legal document that an individual possesses as proof of belonging to a certain caste. The Other Backward Classes (OBCs) have been sub-categorized as Creamy Layer and Non Creamy Layer (NCL) based on their annual income. To get an OBC NCL certificate one should be an OBC or an MOBC (Most Other Backward Classes) with an annual income not exceeding Rs 8 lakh, besides being a permanent resident of Assam and an Indian citizen.

You need to apply to the circle officer or SDO (civil) of the jurisdiction you fall in a prescribed application form costing Rs 20 along with Rs 60 as application fee. Your application should spell out in detail the financial status of your parents/husband/wife, sources of earning, gross annual income (income certificate of parents issued by the circle officer or the SDO if there are agricultural activities), besides your identity proof and affixing a copy of your passport size photograph. The certificate is supposed to be issued within a month from the date of application.
