No transfer before two years, instructs Assam Chief Minister

GUWAHATI: The State Government has decided to adopt stricter transfer rules – not conceding to requests for transfer of choice within two years of posting to a given place.
The Chief Minister himself has instructed all heads of departments not to move any files for transfer of employees or officials who have not completed two years of service at a particular posting. The Chief Minister has also asked ministers and MLAs not to recommend any such applications for transfer.
The existing rule says that the government should transfer an employee or official after three years of service in a given posting. Taking transfer of choice for one or the other reason before completion of three-year service in a given posting is a trend of sorts now. It destabilizes the administration to a large extent. It prompted the Chief Minister to adopt stricter rules.
According to a senior official, a section of officials spends 30-40 per cent of their time on frequent transfers and postings. The practice has the dubious distinction of involving unfair means also. Recommendations from ministers and MLAs for stalling posting or transfer also complicate the situation. Such pressures from ministers and MLAs will become less now following the instruction from the Chief Minister, he said.
If an employee or official urgently needs a transfer before completing two years in his place of posting, his file will go to the Chief Minister for approval, the instruction said.
