GUWAHATI: Common people don't dare to go to circle offices. They take it for granted that they cannot get any land-related work done without a broker's (dalal's) help. Circle Officers and ADCs (Additional Deputy Commissioners-Revenue) never think why only brokers go to them instead of the commoners.

Speaking at the concluding function of the two-day state-level conference of circle officers and ADCs here today, Chief Minister Himanta Biswa Sarma said this.

The Chief Minister said, "I want brokers to be history in circle offices. So long circle officer-broker nexuses will stay no one will go to circle offices to get their works done.

"From October 2, 2021, we will be in the circle offices with Mission Baxundhara. Along with this Mission, the sleuths of the Chief Minister's Vigilance Cell will keep their eyes wide open. If they notice any broker in circle offices, they will arrest them. So, keep your distance from brokers and render your services to the public. You are officers to serve the public. Never harass the commoners. Try to know their grievances.

"I find no reason why applications seeking permission for selling land gather dust in office files for months together. When there are no objections from any quarters, why don't you clear their files within a week? Clear such files every Friday.

"Mission Baxundhara has ten subjects, including mutation, correction of names, sale permission, reclassification of lands, updating land records, etc. Why do you make people approach from pillar to post to get names corrected in their land records? Why don't you check their Aadhaar cards and birth certificates to do the job?

"What problems are there for hereditary mutation? Call the persons concerned, ascertain the inheritance and mutate the land to their names. Some NRIs have land-related problems. They cannot come to Assam. Why don't you arrange video conferencing with them and get the works done?

"There are 1,250 villages (non-cadastral) in the state that have no maps (naksa). Mission Baxundhara will have some hiccups in these villages. Under Mission Baxundharra, about four lakh eksonia lands will get pattas.

"I know how much works are pending in which circle offices. You are new in your jobs as officers. Why don't you stop being with brokers and prove yourselves as good public servants? Not always take what lat mandals say at their face value. If need be, make an on-the-spot visit and take decisions. Time has changed now. We need to call the public and do their works."
