GUWAHATI: The State Transport authorities exude optimism that the introduction of QR Code-based registration certificates and driving licence cards, replacing the obsolete chip-based smart cards, will benefit 10 to 15 lakh motorists each year. The system has eliminated middlemen from the scene.

According to State Transport Secretary Adil Khan, the government has introduced a QR Code system for hassle-free issuance of the vehicle registration certificate and driving licence following a directive from Chief Minister Himanta Biswa Sarma.

"The new system will ensure no multiple visits to the DTO offices to submit papers, pay fees and collect the printed Driving License/RCs," said Khan. He added, "The Transport Department delegated automobile dealers powers of registration authority for registration of both transport and non-transport vehicles, and to print RCs at the time of selling vehicles to customers through Aadhaar authentication."

He said, "The new RC with QR Code embedded on it will have additional security features like Guilloche pattern, Micro line, Watermark, Hologram below the top layer."

According to Khan, after one passes the driving licence test, he does not need to visit the DTO for the driving licence as 'the printing will be at remote centralized locations'. The authorities will send the licence by post within three to five days.

"Advantages of the QR code-embossed driving licence are that any traffic personnel or law enforcement agencies can easily verify the antecedents of a cardholder by scanning the QR Code with a mobile phone and that there is no risk of duplication," Khan said.

The Transport Secretary pointed out that the hassle-free printing and delivery of RCs at dealer points and driving licences through remote centralized locations would not only eliminate the role of middlemen but also bring about transparency in the whole system.

Khan further said that though they are issuing the plastic cards as a tradition, motorists need not carry them as they can easily access them through the m parivahan and Digi locker apps.

The Transport department has already introduced 40 Aadhaar-based contactless services, including registration of fully-built transport and non-transport vehicles at dealer points.
