Government to keep 3 per cent of non-salary budget of each department for DRR

GUWAHATI: The State Government has initiated steps to keep 3 per cent of the non-salary budget of each department for disaster management.

The government has taken a new policy – Assam Disaster Risk Reduction (DRR) Roadmap 2030. The State Cabinet has already approved the roadmap.

The State DRR Roadmap 2030 says that from fiscal 2023-24 the government will keep 3 per cent of the non-salary budget of each department for implementation of DRR action through a resilient budget statement in the annual financial statement for consideration by the Finance Department.

On behalf of the State Government, ASDMA (Assam State Disaster Management Authority) has initiated the holding of meetings with various departments to keep 3 per cent of their non-salary budgets for disaster risk reduction.

Chief Minister Himanta Biswa Sarma said recently that the Budget Session of the State Assembly would start on March 10. He also said that Finance Minister Ajanta Neog would present the state's budget on March 16.

According to Assam DRR Roadmap 2030, each department shall have to ensure some non-negotiable or mandatory action which includes the preparation of the Departmental Disaster Management Plan (DDMP), maintenance of database necessary for action, hazard analysis, vulnerability assessment, departmental budgeting, issuance of orders for safety audits, awareness generation and remedial action and other structural and non-structural measures. In principle and practice, all the departments shall ensure the mandatory integration of DRR and climate change adaptation measures in relevant departmental planning, designing and project and scheme implementation. Every department shall integrate DRR Roadmap interventions in each programme initiative for explicit visualization in the departmental disaster management plan.
