Supplementary Budget of Rs 20,734 crore passed, Survey of NC villages will be completed by October 2025: Revenue Minister

Guwahati: For the withdrawal of Rs 20734,30,38,000 (Rupees 20734 crore 30 lakh 38 thousand) from and out of the Consolidated Fund of the state of Assam for the financial year 2024-25, the Assam Appropriation (No. 1) Bill, 2025, was passed in the Assam Assembly today. With this, the Supplementary Budget for 2024-25 has been passed.

The Assam Appropriation (No.1) Bill, 2025, was tabled by Finance Minister Ajanta Neog in the Assembly after the discussion on the Supplementary Demands for Grants 2024-25 relating to the Department of Revenue and Disaster Management. Both the ruling and opposition MLAs took part in the discussion.

Following the discussion by MLAs, Revenue and Disaster Management Minister Keshab Mahanta said, “The Revenue Department in the state was started on February 6, 1874. So, the department is now 151 years old. The first legislation of the department was the Assam Land and Revenue Regulation, 1886. This is the parent act of the revenue department. On the basis of this Act, other revenue-related Acts were later introduced. The Assam Land and Revenue Regulation, 1886, is now 139 years old. After India’s independence, Congress rule was prevalent most of the time in Assam. During this time, the Congress did not resolve land-related issues in the state. But, under the leadership of Chief Minister Himanta Biswa Sarma, land-related issues of the people are being resolved under this very Act, through Mission Basundhara.”

Minister Keshab Mahanta informed the House that digitalisation of land records in the state will be done and a pilot project initiated in the Sonitpur district.

Regarding the survey of non-cadastral villages, Mahanta said, “There are 1074 non-cadastral villages in the state. Of this, 911 villages are free of any dispute. Of the 911 NC villages, the survey was completed in 678 villages, and the remaining will be completed by October 2025. After this, land rights can be given to the people living in these villages. Then only, people will feel secure, as land is security. After completing the survey of NC villages, we will conduct a survey in sar areas.”
