Itanagar: The Special Investigation Cell (SIC) investigating the alleged misappropriation of the Komsing Kumku-Sissen PMGSY road project fund, arrested the then Junior Engineer, RWD, Kaying Division, Tobing Lego, and contractor of the said project, Obang Gao in connection with the case on Friday.

Superintendent of Police (SIC) Hemant Tiwari said that Lego, who is presently posted at RWD, Roing, and contractor, Obang Gao were summoned and questioned at SIC by the police today.

He said during questioning, both could not answer queries satisfactorily and they were arrested around 4 pm. Both of them have been sent for medical examination.

Meanwhile, responding to the press statement given by Team Clean Siang District (TCSD) for re-investigation of the case, the SP said that the investigation into the case is yet to be completed and no clean cheat has been given to any of the officers involved in the said project.

He also said that no complaint has been received by the SIC from the contractor Obang Gao on the corruption charge against AE Tasi Messar. He added that an authenticated copy of the complaint letter, which is doing the rounds on social media, has not been received by the SIC.

"If the SIC receives complaint from the contractor Obang Gao, we will definitely investigate the matter," he added. Earlier in the day, addressing the media at the press club here, TCSD expressed dissatisfaction over the investigation reports and appealed to the SIC to re-investigate all the matter and arrest those who involved in the matter.

TCDS Chairman Janu Tatin said that the people of the district are disheartened to learn that there was corruption in construction of project and SIC is investigating the matter.

"We highly appreciate SIC for initiating action against corrupt official in this particular project. But after reading few reports, and going through the reports of SIC, we are not satisfied with the outcome. Therefore, we request SIC to re-investigate the case and accordingly find those involved in corruption," he said.

He further claimed that the proprietor Ms OG Enterprises, Obang Gao has paid Rs 3,50,000 as bribe to one Assistant Engineer (RWD) Tasi Messar. Subsequently on July 27 last year, a total amount of Rs 15,00,000 was paid to the AE again.

"This clearly indicates that the contractor and the AE are involved in the corruption. One who receives and pays a bribe are equally criminal. So, SIC should immediately arrest both and others involved in this in the corrupt act," he added.

He also said the Call Details Record (CDR) of investigation officer (SIC), AE and the contractor should be investigated again.

"It is very much doubtful that why the AE has been given clean-chit in the case, whereas there are sufficient evidences which are enough to prove his involvement," he added.
