Guwahati: The Citizens' Unity Forum for Water Supply in Guwahati has called for an immediate investigation into the recent water pipe burst incident in Kharghuli, citing concerns over public safety and negligence in project management.

The incident occurred on January 2 in the Guwahati Jal Board's (GJB) water supply pipeline, marking the second such mishap in the area within a year. A similar accident was reported in May 2023, which had already raised alarms about the safety and reliability of the city's water infrastructure.

In a press release, the forum stated: "Following the previous disaster, we had submitted recommendations to improve safety measures. If those had been implemented, the recent incident could have been averted."

The forum attributed the delayed implementation of the Supervisory Control and Data Acquisition (SCADA) system as a major factor behind the GJB's inability to detect and address emergencies promptly. The SCADA system, intended to monitor and control water supply operations, has yet to be integrated into the city's water treatment plants.

"Had the SCADA system been operational, the incident could have been detected and prevented before escalating," the forum emphasized.

The forum further alleged that the funding period for the Japan International Cooperation Agency (JICA)-supported water project ended in December 2024, prompting rushed efforts to complete pending work. This urgency, they claimed, may have compromised essential safety protocols.

Adding to the issue is the Jal Board's reported dependence on contractors and project management consultants, stemming from a shortage of experienced engineers within the department.

The Citizens' Unity Forum has urged the government to launch an expert-led, independent investigation into the incident and to publicly disclose the findings. It also called for immediate measures to ensure safety and transparency in ongoing water supply projects.

"This is not just about infrastructure; it's about public safety. The government must take steps to prevent further disasters," the forum reiterated.

The Kharghuli incident has intensified scrutiny of Guwahati's water supply projects, many of which have faced delays, cost overruns, and allegations of mismanagement. As public frustration grows, residents and civil organizations alike are demanding accountability and immediate action to ensure a safer future.
