ITSSA demands implementation of Clause VI and Clause 10

GUWAHATI: The Indigenous Tribal SahityaSabha, Assam (ITSSA) has demanded the Government to implement the Clause VI and Clause 10 of the Assam Accord.

Addressing the media, ITSSA president GobindoTaid highlighted a slew of demands from the Government with addressal of the same.

Taid said that the recommendations submitted by the Biplab Kumar Sharma-led high-level committee for the implementation of Clause VI should be passed in the ongoing session of the Parliament.

The ITSSA president opined that a similarly high-level committee should be formed for the implementation of Clause 10 of the Assam Accord. Along with that, the Harish Shankar Brahma committee report on land policies of Assam should be implemented immediately, said the ITSSA.

Further, the ITSSA expressed concern over the situation of Laika-Dodhi villagers and demanded immediate land settlement for the residents before Assam Assembly Election.

Expressing its gratitude to the Chief Minister and the State Finance Minister for releasing 60 per cent funds for implementation of BhasaGourab Scheme, the ITSSA hoped that the Government will release the rest of the amount soon.

It also demanded financial assistance to writers as per a list prepared by the respective SahityaSabhas which has been submitted to the Directorate of Higher Education.

Among other demands of the ITTSA include:

 Implementation of Traditional Forest Dwellers Act, 2006.

 Completion of NRC as per guidelines of the Supreme Court.

 Implementation of Language and Education Policy of SCERT adopted by Government of Assam for Upper Primary from the coming education session.

 Allotment of land to ITSSA for establishment of tribal literary and cultural complex at Chapaidong, Bondo under Chandrapur Circle of Kamrup (Metro).

 Settlement of the issue of ST status to six communities of Assam without affecting any facilities of the existing Plains and Hills Tribals of Assam.

 Adoption of Bill to change the name Miri to Mising and Lalung to Tiwa in the ongoing Parliament session.

 Increase the reservation quota of Plain Tribes from 10 per cent to 15 per cent and Hill Tribes from 5 per cent to 7.5 per cent by amending the existing Constitutional provisions.

 Settlement of flood issue of Assam and separate budget provisions at an amount of Rs 10,000 crore yearly for flood and erosion problem of Assam.

 Execution of instructions of Home Minister issued on August 16, 2019.

Upgradation of Mising, Rabha, Tiwa, Sonowal and Deori Autonomous Councils to Sixth Schedule of Indian Constitution.

 Formation of high-level committee to safeguard, protection and preservation of the tribal blocks and belts with a retired justice of the Supreme Court.

It is to be mentioned that the ITSSA conglomerate of eight indigenous literary organizations of the Bodo, Mishing, Karbi, Rabha, Tiwa, Garo, Dimasa, and Deuri communities.
