HYC Urges Government To Cancel Notification On Industrial Areas

SHILLONG: The Hynniewtrep Youth Council (HYC) has expressed its opposition to the recent notification of the Directorate of Commerce and Industries which states that industrial areas fall outside the jurisdiction of autonomous district councils (ADCs) and traditional institutions. The HYC has urged the State government to do away with the notification.

“This notification is wrong and not acceptable. We all know that paragraph 20 of the Sixth Schedule states that the tribal areas in the Khasi-Jaintia hills region except for Normal Shillong (Kyndailad (Police Bazar), Jail Road and European ward) and Cantonment area are tribal areas. Just because the government has bought these lands does not mean that these are not tribal areas,” HYC vice-president Rhembor G Saibon said.

Saibon alleged that those persons involved in giving shape to the notification could have done it for their own interest.

“Their intention may have been to allow the non-tribals to carry out business without any restrictions like trading licence or labour licence,” Saibon said.

It may be mentioned that the notification was issued by the State Commerce and Industries Department on May 29 this year.

According to the notification, such areas are such as the Export Promotion Industrial Park, and Extended Export Promotion Industrial Park at Byrnihat, Industrial Area at Umïam in Ri-Bhoi District, Shillong Industrial Estate, Short Round Road, Polo Hills and Shillong, East Khasi Hills district.

The other areas are the Industrial Estate, Khliehtyrshi; West Jaiñtia Hills district, Nongstoin Industrial Estate at Mawïaban Nongstoin in West Khasi Hills district and Tura Industrial Estate at Matchakolgre, Tura in West Garo Hills District.

The State Commerce and Industries Department owns the Growth Centre at Mendipathar, the Mendipathar Industrial Estate in North Garo Hills District, and the Williamnagar Industrial Estate in East Garo Hills district and as such, “do not fall under the jurisdiction of Autonomous District Councils nor under any traditional bodies/institutions” , the notification stated.
