Guwahati Ring Road Project: Ahmedabad Firm Wins Bid, Set for 4-Year Completion

Ahmedabad-based Dineshchandra R Agarwal Infracon Pvt Ltd has won the bid for the 121.43 km Guwahati Ring Road project, receiving the NHAI's letter of acceptance.

Guwahati: At the end of the bid evaluation process for the proposed 121.43 km Guwahati Ring Road by the National Highways Authority of India (NHAI), the Ahmedabad-based construction firm Dineshchandra R Agarwal Infracon Pvt Ltd has been declared as the ‘selected bidder’ and issued a letter of acceptance (LOA).

Following the LOA, the firm mentioned above has to follow certain procedures, as per clauses contained in the request for proposal (RFP), like acknowledgement of the LOA and execution of a Concession Agreement.

The proposed Guwahati Ring Road project comprises (A) Construction of 4-lane Greenfield Northern Guwahati bypass from Baihata Chariali via Kurua, Chandrapur to Sonapur (Section-1), (B) Widening of 4-Lane to 6-lane project from Jayanagar Underpass to Jorabat Junction of NH-27 (Section-2), and (C) Improvement of 4/6-lane stretch of NH-27 from existing chainage Km 1097+150 (old NH-31) to existing chainage Km 1124+514 (old NH-31), existing chainage Km 146+172 (old NH-37) to existing chainage Km 184+700 (old NH-37), excluding Section-2 (Section-3) in the state of Assam on a DBFOT (Design Build Finance Operate and Transfer) (Toll) basis.

Section 1 of the project consists of a 4-lane bridge over the Brahmaputra River between Kurua on the north bank and Narengi on the south bank of the river.

The estimated project cost of the Guwahati Ring Road project is pegged at Rs 4617.45 crore.

The LOA further states that, as per RFP documents, the selected firm is required to form an appropriate Special Purpose Vehicle (SPV) to execute the Concession Agreement and solely for the purpose of domiciling the project acceptable to NHAI, duly complying with the additional requirement as provisioned under an RFP clause. The Concessionaire, for due and faithful performance of its obligations during the Concession Period, is required to furnish a Performance Security in the form of an Insurance Surety Bond (issued by an Insurance Company authorized by the Insurance Regulatory and Development Authority of India) or an Account Payee Demand Draft or a Fixed Deposit Receipt or a Banker’s Cheque or an irrevocable and unconditional bank guarantee (including e-Bank Guarantee) of Rs. 148.64 crore from a bank no later than 180 days from the date of signing of the Concession Agreement, in the form set forth for the purpose.

It is also stated that the selected construction firm is required to comply with all terms and conditions set forth in the RFP documents. It is after complying with all terms and conditions set forth that the firm will be awarded the work on the Guwahati Ring Road project, which is set to become a major facilitator of traffic movement in and around the city.

The completion target of the project is four years from the appointment date, the actual date from which the work is started.
