Assam Government empowered VCs to sanction staff salary

GUWAHATI: As a part of Budget reforms, the Government of Assam has empowered the Vice Chancellors of all universities drawing grants-in-aid to sanction salaries of faculty members and staff in lieu of the Administrative Department.

An Office Memorandum issued to this effect by the Finance (Budget) Department on Tuesday mentioned that the department will issue necessary amendments to the Delegation of Financial Power (DFP) Rules.

The Vice Chancellors have been asked to accord financial sanction for the entire annual salary budget provision in the first half of April. Subsequently, drawing and disbursing officers of the universities will monthly draw one-twelfth of the budget provision or the admissible amount, whichever is less, on the strength of the financial sanction accorded by the Vice Chancellors.

The Office Memorandum further stated that drawal of these amounts have been exempted from the purview Fixation of Ceiling (FOC).

The relevant utilization certificates will have to be submitted to the Government in due course of time through the Heads of Department concerned.
