GUWAHATI: The Assam Government has issued an advisory for leave/ headquarters leave permission for senior officers who hold multiple charges. The government has issued this advisory, as when a senior officer holding multiple charges goes on leave, official work in many departments is affected.

A directive issued by the Commission & Secretary, Personnel Department, to the senior-most secretaries of all administrative departments said, “I am directed to inform you that it is reported that some officers holding multiple charges submit a request for leave/headquarter leave to any of his/her reporting authority, as per his/her discretion. This causes administrative inconvenience and confusion and hampers the smooth functioning of the government. As per norms, in the case of an officer holding multiple charges, his/her application for leave/headquarters leave is to be submitted to the senior-most secretary of the department in which the officer is substantively posted. Because of the above, any officer holding multiple charges will henceforth invariably submit his/her application for leave/headquarter leave to his/her reporting authority of the department in which he/she is substantively posted, with an intimation to his/her reporting authority in his/her other department(s) where he/she is posted as an additional charge.”
