GUWAHATI: The Director of Higher Education, Assam has asked the principals of colleges of the State to submit the utilization certificates of Rs 50 lakh infrastructure development grants released to each of the colleges in fiscal 2017-18, by December 31, 2019.
Failure on the part of various departments in the State to submit fund utilization certificates on time has come to such a pass that the State government has taken some punitive measures against some officials. Non-submission of fund utilization certificates leads to a whole lot of problems as the Centre is not ready to release subsequent instalments of funds till the utilization certificates for earlier instalments are released. The practice of non-submission of utilization certificates of funds, in essence, not only retards the flow of funds from the Centre to the State, but also retards the development of the State.
In his letters to the principals of the State, the Directorate of Higher Education said, “An amount of Rs 50 lakh was released as the first instalment of Rs 1 crore infrastructure development grants to your college during the fiscal 2017-18. However, the utilization certificate of the grants has not been received by this Directorate. You are, thereby, asked to submit the utilization certificate of the aforesaid Rs 50 lakh by December 31, 2019.”
In case of non-utilization or partial utilization of funds, the Director has asked the principals to submit the status report and physical progress to him by December 31, 2019.
