GUWAHATI: Leader of Opposition of the State Legislative Assembly Debabrata Saikia appealed to the government to be transparent in the appointment and do away with oral tests while appointing in fourth-grade posts.

Saikia told the media, "Prime Minister Narendra Modi said on October 25, 2015, in his 'Mann ki Baat' programme that the Central Government decided not to hold any interview in the selection of candidates for Group D, C and B non-gazetted posts. The Prime Minister took the move to prevent corruption in the process. The Employment and Training Department of the Central Government issued a direction on November 16, 2015, based on the committee of secretaries that the Central Government would do away with the system of interviews in the appointment in non-gazetted Group D, C and B posts. The Central government also wrote a letter to all chief ministers and chief secretaries on September 4 and 29, 2015, regarding the abolition of interviews. The Central Government even held workshops in this regard."

He said, "The first Cabinet meeting of the Sarbananda Sonowal Government decided to do away with interviews for third and fourth-grade posts following the decision of the Central Government. Eighteen states are following this decision of the Central Government. However, in Assam, Chief Minister Himanta Biswa Sarma said that the candidates who qualified for the written examination for fourth-grade posts (results declared on October 18 this year) will have to face interviews on November 5. The question of transparency comes here as the results declared stopped short of making matters like secured marks, cut-off marks and district-wise number of qualified candidates public. Obscurity marks the examination results."

Saikia said that the government should publish the OMR sheets and answer keys of the candidates on its website, besides making public the cut-off marks after considering the quota. He further said that the government should take measures to issue appointment letters to qualified candidates based on the results of their written examination.
