GUWAHATI: A letter from the Department of Education to the Director of Elementary Education has made it clear that the creation of headmaster posts remained stalled due to its non-approval from the Finance Department.
In the letter issued on October 6, the Secretary to the Department of Education said, "I am directed to state that the charge allowance for headmasters as per notification cannot be increased. As regards re-designation, it is informed that as there is no post of headmasters in LP Schools, re-designation is not possible. This is issued as per the view of the Finance Department."
Reacting to it, an office-bearer of the Assam State Primary Teachers' Association said, "The primary schools in Assam are headless as they have no posts of headmasters. We took various agitations for the creation of the posts of headmasters in LP Schools and other issues. We talked to the Chief Minister and the Education Minister on this issue. In 2020, the Education Minister asked the department to create the posts of headmasters in LP Schools, leading the Education Department to write a letter to the Finance Department. The Finance Department rejected the proposal thrice. The Education Department should sit with the Finance Department to sort out the technical matter to pave the way for the creation of posts of headmasters in lower primary schools."
