Guwahati: Utsav Vidyarambha to gear up enrolment in government schools

Guwahati: Samagra Shiksha Assam (SSA) directed the All the District Mission Coordinators, SSA to organize the Utsav Vidyarambha programme in all government/provincialized elementary schools of the state between  March 15 and April 1, 2025. During the programme various activities carried out in the schools with the support of school management committees (SMCs), teachers, parents, alumni and other community members.

An official of SSA said, “With the enactment of the Right of Children to Free and Compulsory Education Act, 2009 (RTE) and subsequently the State Rules 2011, the state has to ensure enrolment of each child in the age group 6-14 years in school, pupil-teacher-ratio, infrastructure facility and completion of the elementary cycle with the quality education. Every citizen of the society has the responsibility to ensure the same. Although the government has taken various initiatives for the fulfilment of RTE requirements, there are so many schools where enrolment is poor and teachers are more. Moreover, in some Government and provincialized elementary schools the enrolment is declining day by day. It is essential to take special measures to increase enrolment of the schools. To increase the number of enrolment in government/provincialized schools government has taken the initiative under the Utsav Vidyarambha Programme to complete the admission process of fresh children by March 31 and start new classes from the very beginning of the academic session, 2025-26. Along with it Government have also considered tracking of transition rate as one of the very important indicators to be highly focused upon. Therefore, this time both enrolment and transition must go hand in hand to bring better impact in the quality education of the government schools of the state.”

Under the Utsav Vidyarambha programme from March 24 to March 26, the school will focus on the continued admission of fresh students. Farewell event for passed-out students of class V and class VIII. The programme should include class-wise felicitation of students excelling in their performance in the scholastic and co-scholastic areas during the academic year, and also the felicitation of their parents.

The guidelines of the programme said that child mapping will be done by SMC and parents under the monitoring of local authorities. SMC will also have to prepare a database of all eligible students of the catchment areas of schools along with a separate list of dropout children. SMCs, along with teachers of the schools, will visit the houses of the areas and will motivate the parents, and guardians to resend their children to the schools. SMCs will send letters to all parents/guardians of all eligible students to enrol their children in Government/Provincialized schools by March 30, 2025. An amount of Rs 700 will be released to each school for organization of Utsav Vidyarambha programme. The fund will be utilized by schools for felicitation of class-wise best students.
