Guwahati: Leader of the Opposition (LoP) in the Assam Legislative Assembly, Debabrata Saikia, has demanded chief secretary of Assam to take immediate disciplinary action against the District Commissioner (DC) of Biswanath for alleged ‘unbecoming conduct’ and ‘serious violation of service rules.’
According to Saikia, credible accounts indicate that the DC verbally abused a Gorkha Indian citizen, issued bulldozer threats for eviction, and allegedly made communal remarks suggesting the individual should ‘go to a foreign country’—despite their confirmed Indian citizenship. The officer also reportedly referred to eviction drives against particular communities and expressed intent to personally lead police action without adhering to due legal process.
“This conduct is not only a breach of professional conduct but also a threat to communal harmony and constitutional governance,” Saikia stated in the letter to the chief secretary.
Saikia cited Rule 3 of the Assam Civil Services (Conduct) Rules, 1965—which requires government servants to uphold integrity and dignity—as well as the Assam Services (Discipline and Appeal) Rules, 1964, which prescribe disciplinary measures for such misconduct. He also referred to the Guidelines for Administrative Duties of District Commissioners, which emphasize fairness, constitutional values, and public trust.
Saikia urged the state government to initiate an immediate inquiry into the officer’s actions; suspend the DC’s pending investigation; take disciplinary action under applicable service rules; and issue a public clarification reaffirming the state’s commitment to lawful and humane governance.
