Guwahati: Member of Parliament for Jorhat and deputy leader of the Congress Parliamentary Party in Lok Sabha, Gaurav Gogoi, raised concerns in Parliament over the critical delay in the implementation of two crucial bills: The Constitution (Scheduled Tribes) Order (Amendment) Bill, 2019, and the Constitution (One Hundred and Twenty-Fifth Amendment) Bill, 2019, on Wednesday.
The Constitution (Scheduled Tribes) Order (Amendment) Bill, 2019, introduced in the Rajya Sabha on January 8, 2019, seeks to amend the list of Scheduled Tribes of Assam to include six ethnic communities: Adivasi/Tea Tribes, Tai Ahom, Moran, Matak, Chutia, and Koch-Rajbongshi. Despite being introduced five years ago, the government has taken no further steps to pass the bill, leaving these communities without rightful recognition.
MP Gaurav Gogoi emphasized that recognition for these communities should be separate from those already recognized, ensuring no injustice. He highlighted the delay in passing the Constitution (One Hundred and Twenty-Fifth Amendment) Bill, introduced on February 6, 2019, which aims to strengthen tribal autonomy in Assam, Meghalaya, Tripura, and Mizoram.
The MP urged the government to prioritize the passage of these bills, expediting the legislative process to mitigate the adverse impact on the lives of millions of Indigenous communities in Assam.
