GUWAHATI: The Government has amended the Assam Public Service Commission Regulation, 1951 (as amended) leading to a hike in the pay package of the APSC (Assam Public Service Commission) Chairman and members. The regulations may now be called the Assam Public Service Commission (Amendment) Regulations, 2022.
After the amendment, the Chairman of the Commission will receive pay in the scale of Rs 2,25,000 (fixed) monthly and the Member will receive his pay in the scale of Rs 1,82,200 to Rs 2,24,100 monthly.
At present APSC chairman gets Rs 80,000 (fixed) per month and an APSC member receives a pay scale of Rs 37,400 to Rs 67,400 per month with grade pay of Rs 10,000 and other allowances.
According to a notification issued by the Personnel Department of the State government, in case of the appointment as the Chairman or a Member a person who had retired from regular service under the Central or State Government, a local body or a University or any other body, wholly or partly-owned or controlled by the Government and who is in receipt of or has become entitled to receive any retirement benefits by way of pension, gratuity, Contributory Provident Fund or otherwise, the pay specified in these regulations or the pay last drawn if that be higher, shall be reduced by the gross amount of pension (including any portion of the pension which may have been commuted). The pension equivalent of other forms of retirement benefits, if any, or at the option of the person, the pension may be kept in abeyance, in which case the Chairman or the Member shall be allowed to draw the full pay and allowance.
A person who at the time of his appointment as Chairman or a Member of the Commission was in the regular service of the Central or State Government or a local body or a University or any other body wholly or partly owned or controlled by the Government is appointed as the Chairman or a Member of the Commission (his/her pay in Pay Band would be fixed in such a manner that the sum of pay in the pay band and grade pay would be equal to his last pay drawn at the time of superannuation from government service). The Chairman and Members of the Commission shall be entitled to get the protection of the pay drawn by him in the service.
The Chairman and other Members shall receive Dearness Allowance at the rates applicable from time to time to the Central Government employees.
The Chairman and other Members shall be entitled to the facilities for medical treatment and accommodation in hospitals as admissible to the Secretaries to the Government of Assam.
The Chairman and other Members shall be entitled to the facilities of House Rent Allowance as admissible to State Government employees, the notification said.
