GUWAHATI: In order to ensure expeditious implementation of the e-office system in government offices of the state, the Principal Secretary of the state's Information Technology Department has issued a Standard Operating Procedure (SOP) and asked the Commissioners, Directors and Chief Engineers of Assam, along with the Principal Secretary of the Bodoland Territorial Council (BTC), to personally look into the matter in their respective offices and ensure full-fledged migration from physical files to e-files by March 31 next.
A letter issued in this regard mentioned that detailed discussions on the action to be taken in respect of e-office implementation were carried out in a one-day orientation programme conducted in the Assam Administrative Staff College here on December 27 last, followed by one-day training of Master Trainers and Local Administrators for each office. The letter also mentioned that the Information Technology Department has already intimated the ARIAS (Assam Rural Infrastructure and Agriculture Services) Society about the total requirement of computers, scanners etc., as per reports received from the Directorates, Commissionerates and offices of the Chief Engineers concerned. On the other hand, some offices already have the required infrastructure.
The letter noted that one of the basic aspects of e-office implementation is the categorization of files. In this regard, the officers concerned have been advised to categorize all files into A,B,C & D category as per an Office Memorandum issued by the General Administration Department last year to identify files, scan them and start movement of e-files. The dealing assistants (DAs) concerned are to be asked to immediately scan the files with them and convert them from physical to electronic mode.
Among other things, the SOP stipulates that the Directorates, Commissionerates and offices of Chief Engineers concerned will each nominate one Nodal Officer, at least two Master Trainers and two Local Administrators for proper implementation of e-office. The SOP also stipulates that the training of the staff of each office in question is to be completed by January 12 next. Moreover, the officers concerned have been asked to ensure that each employee in their respective offices opens at least one e-file by January 21 next.
