GUWAHATI, May 30: Congress MLA and former minister Himanta Biswa Sarma has mooted some means to maintain total transparency and accountability in the selection system of Assam Public Service Commission (APSC) that has all along been earning bad me, frustrating many meritorious candidates.
There is an allegation that in the written main examition, some blank answer scripts are filled up not in the examition hail but somewhere else. In order to rule out any such possibility, the MLA suggests that the blank pages should be marked 'x' and countersigned by both the examinee and invigilators.
The use of lead pencil by examiners in all forms of examitions, both the written examition and the interview, according to the MLA, should be avoided so as to avoid the possibility of rewriting over the lead pencils. As in the traditiol examition evaluation pattern, red ink should be used as that, according to the MLA, leaves little scope for manipulation.
So as to elimite impersotion, the MLA said, the origil filled-up application forms (with photographs) of candidates should be provided to the invigilators for comparison with the ones pasted in admit cards.
Sarma also said that experts should be allowed to give credit like any other members of the commission as they are the most qualified people in their respective fields. In addition, there should be compatibility between the experts' marks and the marks given in the interviews, he added.
According to the MLA, viva-voce is completely a subjective assessment, as such it should be video recorded and made available in the website.
