GUWAHATI, March 24: RTI activist Dulal Bora has accused State Education Secretary Ramesh Chand Jain of swindling a huge amount of RMSA funds meant for various schemes.

Talking to newsmen in Guwahati today, Bora said: "In fiscal 2011-12, Assam received Rs 7,30,51,999 RMSA funds. Jain, however, has no account to show how the amount has been spent. Of this amount, Rs 12,87,944 was meant for on-line monitoring of schools, but the system of school monitoring in Assam is just for me sake. Till today, no teacher has been punished for arriving school late."

Bora further said: "Only PWD and Forest Department have the power to withdraw money through self-cheques. Jain, however, violates this rule and withdraws lakhs of rupees through slef-cheques."

Bora has already filed a case (87/15) against Jain against all such anomalies. Bora, however, said that a section of officials were putting hurdles in the investigation of the case.
