While Rongali Bihu is here and spring is in the air, what has come as a menace with it is the use and misuse of loudspeakers and microphones by the "Bihu function" organizers across Assam. While the singing, dancing and celebration of Bihu itself have undergone a drastic change in the past few decades, the use and misuse of loudspeakers have definitely caused a lot of problems for the common people. There is supposed to be an official restriction on the use of loudspeakers and microphones across Assam after 10 PM. But then, the ban or restriction appears to be gathering dust in the offices of the District Magistrates who are mandated to impose or enforce them in the interest of the larger good of the citizens. That there is an urgent need for enforcing restrictions on the use and misuse of loudspeakers in the current weeks is justified by the fact that several thousand – if not lakhs – students have examinations which are very crucial for their life and career. Any disturbance and distraction caused because of the use and misuse of loudspeakers, especially after 10 PM can cause irreparable damage to a student's career and life. What appears from the use and misuse of loudspeakers particularly when the examination season is still going on is that the organizers of the various events are not bothered about the future of the upcoming generations of the state. The judiciary too can probably examine the scope of making an intervention or taking a suo moto cognizance of the loudspeaker menace.
