Gone are the days when one could accuse the Central Government of taking a stepmotherly attitude towards the Northeastern region. While changing the funding pattern to 90:10 during a non-Congress government at the Centre, in which the Asom Gana Parishad was an important partner, the present BJP-led NDA announced its decision to make 100 percent funding for all central projects in the region in 2018. The change in funding pattern had also seen a change in the mindset of Delhi in that, while it began the process of real-time monitoring of the central projects in the region, it also ensured that all pending central projects were completed on a priority basis. This had resulted in the facilitation of the completion of several vital projects, some of which were pending completion for up to 15 years or so. The present Prime Minister must also be appreciated for having made it mandatory for central ministers to make frequent visits to the Northeast. This has resulted in a situation where one central minister or the other is always present somewhere in the region on any given day. With this backdrop, the Ministry for Development of the North Eastern Region (DoNER) has recently launched a portal called Purbottar Sampark Setu as well as the MDoNER Data Analytics Dashboard for the coordination of Union ministers visiting the region. But it is a fact that some projects are running behind schedule for various reasons. Monitoring the implementation of the various developmental projects, however, should not be the duty of the government alone. Various educational and research institutions and NGOs working in the development sector should also do their own monitoring and make their findings public.
