Most people doesn't have the guts to take tough decisions: Mooshahary

Shillong, April 27: Former Governor of Meghalaya Ranjeet Shekhar Mooshary has felt that his vindicated stand on the blatant issuance of fake certificates by the disbanded Chandra Mohan Jha (CMJ) University has been rewarding in a way, considering the impact that it has had on the other private universities with tendencies to adopt a similar practices.

This sense of satisfaction was made known to The Sentinel during a telephonic interaction on Monday.  Mooshahary, then a Governor of the State and Visitor of the CMJ University, found the anomalies in the institution established by the Meghalaya Legislative Assembly. He lodged an official complaint and that prompted the State government to ask the Crimil Investigation Department (CID) of the State Police to investigate into the scam. After two years of investigation, the police under the investigating officer B. Thamar chargesheeted 11 functiories of the university that were involved in issuing of fake certificates. These certificates include those of PhD, M.Phil and other lower graduate courses.

Four days after the police chargesheeted the accused at Court of the Chief Judicial Magistrate (CJM) in Shillong, Mooshahary stated, “The satisfaction lies in the fact that the quality in the field of higher education in the state and the country as a whole is insured”.

“The Supreme Court has taken cognizance of my complaints and its order has had a big impact on the issues pertaining to regulation of private universities in the country”, stated Mooshahary, venting his contentment on the news about the investigation and the chargesheet after two years.

 Touching on the chargesheeting of the 11 functiories of the disbanded CMJ University including its head Chandra Mohan Jha and his aides, the then Governor of Meghalaya stated, “The crimil liability is complete and the legal liability is left and it is up to the court to decide”.

Expressing his satisfaction that his complaints against the illegalities has been proved right by the investigating agency, Mooshahary said, “When I raised the issue, the State government acted and it was also followed by many maligning utterances against me”.

Without ming the people who tried to malign him for raking up the CMJ University’s alleged fraudulent practices since it took shape, Mooshahary said, “the problem with our system is the lack of people who can take tough decisions”.

“Most people doesn’t have the guts to take tough decision and those who have are also vulnerable to temptations,” the former IPS officer and chief of the elite tiol Security Gaurds (NSG) stated, adding, “these are the two factors that contribute to any crumbling system”.

Meanwhile, six mini-truck loads of faked research papers and other incrimiting papers have been handed to the Prosecuting Inspector (PI) of the State police. These papers are meant for the public prosecutor to peruse and going by the volume, it will not be easy for the state prosecuting agency to carry out the prosecution at the earliest.
