Itanagar: The West Siang district administration in Arunachal Pradesh, has prohibited issue of language proficiency certificates by heads of departments (HoDs), without proper referral to it.
“The language proficiency certificates must be processed through the deputy commissioner’s office and shall not be issued directly by any HoDs at their respective levels without consulting the office of deputy commissioner,” a circular from DC Mamu Hage read.
Earlier, a language proficiency certificate for Galo dialect was issued to one Migom Doley by the DTO, DC office, Aalo on December 10 last.
“The DTO has no official jurisdiction to sign/issue/promulgate language proficiency certificates,” Aalo additional deputy commissioner Mabi Taipodia Jini said in an order.
“Since Migom Doley is not from the Galo community by birth, hence it is imperative to cancel the language proficiency certificate of Galo dialect,” the order read while terming the certificate as ‘null and void’, the order further read.
