Meet on panchayat polls held in Changlang Circle

BORDUMSA: "People's participation is the essence of good governance," said Iken Lendo, Circle Officer of Kantang in Changlang District while addressing the district-level pre-panchayat election awareness campaign held in the premises of the New Sallang Government Primary School located near the Indo-Myanmer border on Sunday morning.

"We successfully organised the programme including 'leadership incubation' through the Panchayat Raj system in the State wherein the selected resource persons threw ample light on the evolution of the Panchayati Raj system, the sailent features and also roles of the rural local bodies as well as the social audit of rural development schemes," said the Circle Officer.

"Dissemination of information about various flagship programmes was also a part of the agenda,' informed the official who chaired the meeting.

The other modules for the day included training to the contestant candidates for GPM, ZPM and others leaders in the runup to the two-tier simultaneous panchayat polls in the State, inclusive development of villages, the Sustainable Development Goals Agenda-2030 of the United Nations, transparency and accountability of the expenditure of village development and the RTI (Right to Information) Act for empowering the youth, leader and public.

The respective BLOs-cum-teachers would impart further training at the village level for the effective realisation of the ends," said Lendo, adding that "sufficient light was also thrown upon other related vital topics including the roles of PRIs (Panchayati Raj Institutions) in planning, decision-making, and implemention of various government projects and schemes. The lines departments highlighted the schemes in various sectors like Education, Health, Social Welfare, Agriculture and Horticulture, Drinking Water Supply and Sanitation, Forestry, as well as Protection of Flora and Fauna among others."

Among those who addressed the gathering were Professor Anand Aran of Rang Frah Government College Changlang, SAO of Changlang DRDA Parbir Chakraborty, APO-cum-nodal officer MGNRGA DRDA Changlang K Boko, PHE JE Lika Tem, Changlang CDPO Khomnem Tungkhang, Dr Minsing Negmu and Khimyang BRC Kamwang Tekhil.

Earlier, the district-level officials were trained on the subjects during the State-level programme held on February 18, 2020.

Meanwhile, official sources at Itanagar said that each district has been allotedRs 10, 83, 600 for the district level training modules to be imparted to not less than 1000 particpents. In all, a sum of Rs 270.90 Lakhs have been earmarked and approved for the purpose.

According to official letter No SIRD&PR-80/ 2019 (RGSA-TRG) issued by the State Institute of Rural Development & Panchayati Raj on March 3, 2020, the training was expected to be completed by March 2020.

After being delayed for two years, the two-tier simultaneous Panchayat election is slated to be held on November 22.
