Talking to reporters at Bodoland Guest House here today, the CEM of BTC Pramod Boro said that most of the clauses of the BTR Accord were implemented while cases against the NDFB members were withdrawn, other than heinous cases. 54 cadres with NIA cases were under trial and the Government of BTR has pursued the Government of India through the state government for disposing off their cases. The cases of 54 cadres have been returned to the Government of Assam by NIA and for disposing them off, the Government of Assam is taking due initiative. The Government of Assam, in collaboration with NDFB and ABSU, has been working for their release from jail. He said that the verified cadres of the NDFB have been given rehabilitation grants and phase-wise, the government is going to extend financial assistance to the BLT martyrs and their families who have not received rehabilitation grants.

Boro said that the system of BTC administration was restored and the Peace, Green and Smart BTR was taken to recover the green coverage and biodiversity of the region. “We are going to revive green Bodoland through Green Bodoland Mission (GBM), and have got two National Parks-Raimana National Park and Sikhna Jwhwlao National Park,” he said. He added that the Green Bodoland Mission will also work for reducing global warming. He said that use of single-use plastic would be stopped and alternatives brought through GBM. He also said that the Peace Mission was another significant initiative of the Government of BTR and the region has witnessed no violence and clashes as peace has been established.

“We have started e-governance in BTC Secretariat to provide easy services to the people and all land documents have been digitized to deliver online services through Mission Bwiswmuthi.” This is a part of Smart BTR Mission, he added.

“Migrant women labourers will be provided livelihood support through Migrant Women Worker Livelihood Mission,” he said, adding that this mission would be started from the next financial session. For justice to the victims of child labour and child abuse, legal aid service would be started from June 1 next and a help line would be opened. He also said that the Community Vision Document under ‘theory of coexistence’ would be released soon to give justice to all communities. He, however, said that a section of political parties were blaming the UPPL-led BTC Government, alleging it to be a political agenda but clarified that they were looking for equal justice to 26 communities of BTC.

He also said that Bodoland Community’s Welfare Department would be started from next year and an EM would be given responsibility to look after it. For the development of language, literature, culture and festival, the Government of BTR will earmark financial help to all communities of BTR. He further said that a community museum for 26 communities would be set up to preserve their articles of anthropological importance and land for this purpose was being sought in Chirang and within 15 June, the foundation stone would be laid. Bodoland School of Happiness is going to be set up in Tamulpur district to study the conflicts and resolution of the reasons of conflict with establishment of peace and ten Bodoland Disabled Skill Centres are to be set up in BTR to provide required assistance to them, he added. He added that cadastral survey of lands in BTR has almost been completed and Mission Bwiswmuthi 3.0 would be started soon to resolve land-related problems besides carrying out demarcation and categorization of lands in BTC within July next. He further said that ‘One Child One File’ would be launched by the education department to ensure education to all.

10 Space Centres have been proposed through ISRO and a centre has already been opened in Chirang and a Science Education programme has already started. 10 students of the region have been sent to ISRO to study space science.

The CEM compared the working style of the BPF era and present UPPL-led council government and blamed the previous government, saying that they stressed on supply works to siphon off money, encouraged hatred and violence and worked without mission and vision. He said that the BPF leaders have been misleading the masses saying that the UPPL government will come to an end anytime soon but they must know that the UPPL-led government came to power on 15 December 2020 and will end on 15 December 2025. He also said that 3,500 contractors of BTC were not paid their due bills for various schemes by the BPF-led government and crores of their due amounts were misappropriated by the leaders but despite this fact, the present council government has released the pending bills.
