NEW DELHI: In his speech during the ongoing budget session of Parliament on Tuesday, Amarsing Tisso, the MP from the 3 – Autonomous District (ST) Parliamentary Constituency in Assam, reiterated his demand for the implementation of Article 244(A) of the Indian Constitution.
This provision seeks the grant of Autonomous State status for the hill districts of Assam. Tisso also emphasized the need for the full execution of the MoU and MoS I and II, the upgradation of Assam University’s Diphu campus into a full-fledged university, and an exemption from appearing in MIL in the UPSC exam.
Tisso lauded the BJP government’s efforts, under the leadership of Prime Minister Narendra Modi, in bringing together all communities, particularly the people of Northeast India. He praised the government for eliminating insurgency in the hill areas of Assam and expressed hope that the development of the tribal people would be prioritized.
He urged the government to honor its commitments to the region, particularly regarding the implementation of the MoU and MoS agreements for the development of Karbi Anglong.
He also raised concerns about the 125th Constitutional Amendment Bill of 2019, which, in his view, does not adequately address the needs of the Karbi Anglong and Dima Hasao Autonomous Councils. Tisso emphasized that the Governor should be exclusively advised by the Autonomous Council on matters concerning the Sixth Schedule.
In his speech, he also highlighted the significance of President Draupadi Murmu's election as the first tribal woman to hold the highest office in the country, expressing pride in her leadership. He condemned disrespectful remarks made against her in Parliament and stressed the importance of respecting SC, ST, and OBC communities.
